Form 80: what it is, and when it turns up

Form 80 causes more confusion than almost any other document in a partner visa application, largely because applicants encounter it unexpectedly and assume they were supposed to have filed it already.

What it is

Form 80 is titled “Personal particulars for assessment including character assessment”. It is a personal-history questionnaire covering identity, every residential address over a period, travel history, employment and education history, family details, and character-relevant matters such as criminal history, organisational affiliations and military service.

It exists to support the character requirements under the Migration Act 1958. That purpose is uncontested across every source reviewed, and it is why the form is not partner-visa-specific — the same form is used across many visa programs.

It is not automatically required

That discretion is the source of most of the confusion. An applicant who never submitted one has not necessarily missed anything, and an applicant asked for one mid-processing has not necessarily done anything wrong.

The part that takes the time

The difficulty in Form 80 is not the questions, it is the recall. The form asks for continuous history — addresses with dates and no gaps, travel with dates, employment and education with dates — across a long period. Reconstructing that from memory, old leases, passport stamps and email archives is what turns a form into a weekend.

Much of the underlying material overlaps with what a partner visa application already assembles. Address history sits alongside household evidence; travel records sit alongside the visit evidence couples who have lived apart are already gathering. The dates are the same dates.

Getting the current version

Published sources describe roughly nineteen pages across about twenty parts labelled A to T, with in the order of fifty-four questions. Those figures were consistent across sources but not confirmed against the current PDF.
