Form 888: what changed, and who can be a witness
Form 888 is the written statement a person who knows the couple completes, describing what they have personally observed of the relationship. It is the standard vehicle for the social aspect of a partner visa application — and it changed in a way that makes a great deal of the guidance still circulating online incorrect.

The change most guidance missed
This is the single most consequential thing to know about the form, because the internet is full of pre-2023 instructions. Guidance telling a witness to book time with a JP, or to sign only in the presence of an authorised person, is describing the form as it existed before July 2023. It also means a statement completed on an old downloaded copy of the form can be unusable regardless of how carefully it was written.
One naming quirk follows from the change: the form's own current title is documented as “Supporting statement in relation to a Partner or Prospective Marriage visa application”, while the ImmiAccount upload category can still be seen carrying the older statutory-declaration wording. The category label and the form title are documented as describing the same document.
Which version is current
Because the design date is how the current version is identified, and because the 2023 change already invalidated one generation of the form, the practical consequence is the same either way: the copy a witness fills in is the one downloaded when they sit down to write it.
Who can complete one
Two eligibility points are uncontested across every source reviewed:
- The witness is at least 18 years old.
- The witness personally knows both the applicant and their partner, with direct knowledge of the relationship's history and nature — the statement describes what that person has themselves observed.
A third point is genuinely contested, and worth setting out as contested rather than resolved. Guidance published since the 2023 change states that the witness no longer needs to be an Australian citizen, permanent resident or eligible New Zealand citizen, and that a witness overseas can complete the form, providing an identity document such as a passport, driver's licence or birth certificate. Other published guides — including some that appear not to have been updated since the change — still state the earlier citizenship or residency requirement, and at least one source contradicts itself between its main text and its own FAQ.
How many statements
This is the question asked most often about Form 888, and the honest answer is that the commonly quoted numbers are convention rather than a published requirement.
The reasoning those sources give for the range is about coverage rather than volume: statements from people who know the couple in different contexts and across different periods describe more of the relationship than several statements from the same circle at the same time.
Where Form 888 sits among the four aspects
The Migration Regulations direct the Minister to consider, among the social aspects of a relationship, “the opinion of the persons' friends and acquaintances about the nature of the relationship”. Form 888 is the mechanism by which that material reaches the application. It is third-party corroboration, and distinct from the couple's own relationship statements, which are their own account of the relationship rather than an observer's.

- Published agent guidance commonly documents three to six, with a minimum of two widely repeated. No source reviewed traced those figures to a published departmental requirement — they are practitioner convention.
- Is Form 888 the same as our own relationship statements?
- No. Form 888 is completed by a third party describing what they have observed. The couple's own statements are each partner's own account, and are a separate document.
